*The April 20 national march on Washington against racism and war was the conclusion of a week of mass actions. They were organized by the National Colombia Mobilization April 19-22 (www.soaw.org/colombiaMobilization.html,) and the Act Now to Stop War & End Racism, A.N.S.W.E.R. (www.internationalanswer.com)
A concurrent event was held on the West Coast in San Francisco.
International A.N.S.W.E.R. Act Now to Stop War & End Racism - is a coalition that was formed in response to the headlong rush to war and racist attacks following the horrific events of September 11. A.N.S.W.E.R. had the support participation of more than 500 organizations (including the United Party of America) and of prominent individuals. They have scores of organizing centers across the U.S. and around the world.

The U.S. corporate and banking establishment seeks to maintain U.S. domination throughout the globe for their own benefit. It is these corporate and banking elites who profit from the exploitation of oil and natural gas resources in the Middle East and South Asia, from bloated military contracts and from Bush administration bailouts and tax breaks. With skyrocketing unemployment, evictions, foreclosures, and slashing of welfare and healthcare benefits at home, people in the U.S. need billions to create jobs, improve our schools, and provide quality health care. Instead the Bush administration is spending billions on bombing civilians and military aggression.
Record layoffs continue and the U.S. government’s response is billions of dollars in bailouts to corporations and insurance companies while cuts in social programs continue.

NEW YORK CITY DEMONSTRATION
Against the "World Economic Forum"
February 2-4, 2002
February 2, 2002 Tens of thousands of activists demonstrated throughout midtown Manhattan to protest the World Economic Forum today in protests that show that the anti-corporate globalization movement is alive and well.
More than 5,000 people joined a demonstration called by the A.N.S.W.E.R. coalition, which began at 9 a.m. in front of the hotel at 50th and Park Avenue, stretching north for five city blocks. Thousands of demonstrators joined to "meet and greet" WEF delegates who paid $25,000 to attend the gathering of the 1,000 largest transnational corporations.
ALTERNATIVES TO CORPORATE GLOBALIZATIONIs another world possible? Those who were in New York that weekend to criticize the World Economic Forum, in Munich to challenge NATO and in Porto Alegre at the World Social Forum believe so. Critics of the so-called "anti-globalization" movement often say to activists, "We know what you are against, BUT WHAT ARE YOU FOR?"
Although the day saw a distinct absence of violence on the part of protesters, the National Resistance Organization reports that New York City police attacked the march and made over 40 arrests. witnesses say the police appeared to be targeting people dressed in black. Just prior to the start of the AWIP march, police stormed a crowd of peaceful protesters.
Police videotaped protestors, who continued to hold scattered protests as afternoon turned into night.

Question of Legitimacy for Bush Administration

A group of demonstrators assembled on the south steps of Utah's state capitol building at 3:00PM on Saturday, January 26th, to register their displeasure with the Bush administration and to commemorate the first anniversary of last year's protest against Bush's inauguration as U.S. president on January 20, 2001
The anniversary of George W. Bush's inauguration ceremonies saw over a dozen passionate speakers expressing their opinions regarding the 2000 Presidential Election.
Seven speakers were introduced by rally organizer and Westminster College Green Party club member, Richard Wagner.
The list of speakers included: Chuck Tripp, representing the Citizens for Fairness and Democracy (CFD) ad hoc coalition and Citizens for Election Reform (CER);
Brandon Garcia, who works with the Trasa Arts Collective, a local organization whose purpose is to raise social consciousness about a variety of issues;
Amy Hines, representing the University of Utah's student Green Party;
Penny Archibald-Stone, elected co-coordinator of the statewide Green Party of Utah;
Colin Robeston, musician-activist;
Craig Axford, candidate for the Green Party nomination in Utah's First Congressional District; and
Bonnie Macri, chair of JEDI For Women.
Westminster College Green Party member Etta Crowley also helped organize the gathering and timed the speakers.
Common themes running through the speeches focused on disappointment with the Bush government's warlike qualities and violations of international human rights law committed by it; unhappiness with the administration's environmental and other domestic policies; dissatisfaction with Bush's general performance as president; perceptions of his record on civil rights and liberties issues as poor; sadness, anger and frustration over the fact that Bush is president at all; and a desire to see Bush voted out of office in 2004.
Protestors attending the rally were eager to provide feedback concerning their own views, matching speaker positions on some issues but not all. Westminster College student David Chipman stated, "I'm not really happy with Bush, but I still hope they (the government) fry that Walker guy. He's a traitor."
Scott Fife, who described himself as "an anarchist who still votes," referred to President Bush as, "an unelected president who's declared war on the world and wants to do away with our civil liberties." Fife said he attended the rally, "to learn some more information about how to reform the election process."
Demonstrator Berkley Wilson characterized himself, his views and his participation in the protest as follows: "I'm an institutional-minded voter who believes government changes must be made within the existing structure of politics. Generally, I tend to vote two steps left of center, and I'm attending this rally because I want to send a clear message that not everyone in Utah is a Republican. There truly are local activists."
Mr.Wilson continued, "Also, I want to make the point that Bush's war on terror has not made me forget about the 2000 election and the legitimacy problem surrounding his presidency. In fact, one of the main messages coming from this demonstration is that Bush has no mandate, and some of us will never forget the quircky Supreme Court decision that made his presidency possible. I think we're saying as well that the Bush administration represents private corporate interests and not the will of the average urban voter; and that the administration's refusal to adhere to international treaties and law, combined with its pursuit of the war on terror at an expense of $48 billion dollars and with tightening restrictions on civil liberties under the U.S.A. Patriot Act, represent Republican Party fundamentalism on a national scale."
When asked why he joined the gathering, student Patrick McShane responded, "Even though some of the speakers we just heard came from the Green Party, I'm not a member of that party. I came today because I enjoy participating in demonstrations like this that challenge the status quo." When asked what he thought the people present were trying to say, McShane's brief answer seemed to sum up the feelings of many who attended. "The signs say it all," he shrugged.

ON LEGITIMACY OF BUSH ADMINISTRATION

Chuck TrippHi, it's good to be here today and see such an excellent turn out-and this is a good turn out, especially for such a demonstration in Utah. I, as you, am here to mourn
January 20, 2001, inauguration day of the Bush presidency, and exercise my First Amendment rights to freedom of speech and assembly. In my view, we maintain those rights only by exercising them-using them-in forums such as this, and let's applaud ourselves today for that.
We live in unique times these days. We have a presidential administration that represents erosion of two major compasses we need to make American political society work. Those compasses are our representative democracy compass
and our rule of law compass.
Representative democracy was undermined during December, 2000, when five members of the U.S. Supreme Court appointed W. Bush-Bush #43 as he's known-to the presidency, thereby countering the will of a majority of those who voted in the 2000 presidential election. This hadn't happened since the election of 1888 which was decided when the electoral college countered the popular vote. We made it for 112 years, during which time we at least had voting pluralities choosing our presidents in all presidential elections. And never before in this country's history has the president been selected by as few as five people. Yes, our representative democracy compass was broken by W.'s appointment.
Next, our rule of law compass: this includes important Bill of Rights protections which all presidents since World War II have at least pretended to support. Even though every administration has done something to violate the rule of law, and it's always under attack, not one since World War II has seriously gone after Bill of Rights protections-true up until now but no longer. With passage of the so-called U.S.A. Patriot Act this past October 26th, the W. administration began an assault on search and seizure protections, habeas corpus, privacy protections and attorney-client privileges, and the assault is growing. There's not even a pretense in W.'s administration to favor civil liberties, and the war against terrorism, or whatever
you want to call it, has been a convenient excuse to attack our individual civil rights and liberties.
Too, we as a nation, through our government, are not displaying much respect for international law these days. Yes, our rule of law compass also was broken by W.'s appointment to the presidency.
So, the question is, what to do? We have to fix those two compasses, you and I do, and only we can do it, we the people, we the private citizens. We can fix those compasses by doing exactly what we're doing here, right now, today; by demanding a return of our eroded rights; by resisting further erosions of rights and liberties; and most importantly, by voting W. out in 2004.

ON CIVIL RIGHTSUtah Senate Judiciary Committee on House Bill 100. The hearing on this bill, which would make peaceful protest a crime of "corporate terrorism" is held without any comment allowed.
This morning, members of the Kensington Welfare Rights Union and JEDI for Women attended the Utah Senate Committee's deliberations over Bill 100. The Senator submitting the Bill spoke in its favor. Then, the Chair of the Advisory Committee asked "Who would like to speak against this bill?" When several of us raised our hands, he said that there were too many people wanting to speak against the Bill. Saying there wasn't time, he decreed that no one would be allowed to speak against the Bill and called for a vote. The committee voted unanimously to send the Bill to the full Senate.
Denied any public comment, we held up our signs (which featured historical figures who would be labeled "terrorists" by this bill). The Chair informed us that we would be arrested unless we put our signs down.
After we left the Senate chambers, the police threatened to arrest us because we were still carrying our signs. We left the building. The bill could become law within the next couple of days without any opportunity for a true public hearing.

Los gremios laborales y profesionales, estudiantes universitarios y partidos políticos ganaron ayer las calles de Lima para salirle al frente a la pretensión de Alberto Fujimori de postular a un ilegal e inconstitucional tercer periodo de gobierno. Fue un preámbulo de lo que será la gran movilización ciudadana del próximo 6 de enero contra la candidatura espuria de Fujimori. Líderes y manifestantes, una y otra vez, hicieron un llamado a la insurgencia civil que establece la Constitución vigente contra un gobierno que se coloca fuera de la Ley y quebranta el Estado de Derecho. Ayer la protesta civil contra la perpetuación del fujimorismo se manifestó en dos marchas que se realizaron sucesivamente. Las movilizaciones tuvieron como primer objetivo el local del Jurado Nacional de Elecciones y luego los manifestantes se dirigieron hacia Palacio de Gobierno en la Plaza Mayor de Lima.

ILLEGAL CANDIDATURE OF FUJIMORI NEEDS TO BE ANULLED
THOUSANDS OF PEOPLE MARCH TO THE ELECTORAL NATIONAL JURISDICTION, JNE........¡Insurgencia nacional! fue la frase que corearon a viva voz miles de manifestantes que se concentraron ayer por la tarde en la puerta del Jurado Nacional de Elecciones (JNE) para protestar contra la candidatura del presidente Alberto Fujimori.
Agrupaciones sindicales (CGTP, CUT, SUTEP), trabajadores de Construción Civil, jóvenes estudiantes, parlamentarios, grupos políticos, profesionales, y amas de casa vestidas de luto se congregaron ante la sede del organismo electoral para exigir que los miembros del JNE cumplan con la Constitución y declaren fundados los recursos de tachas y de impugnación contra la candidatura del mandatario.
Entre los asistentes estuvieron los dirigentes de la CGTP José Luis Risco, Juan José Gorriti; de Construcción Civil, Mario Huamán; del Sutep, Lúber Cáceres; de la CUT, Jorge Bazán; y de Fentenapu, Adolfo Granadino. También estuvieron presentes los parlamentarios Gustavo Mohme, Anel Townsend y Javier Diez Canseco. También se advirtió la presencia de Greta Minaya, de Somos Perú, el ex diputado Ricardo Letts, y el jurista Francisco Miró Quesada.
Los dirigentes de las organizaciones pugnaron por ingresar al local del máximo organismo electoral, pero un fuerte cordón policial que se encontraba apostado replegó al grupo, impidiendo que lograran su objetivo. Los golpes fueron propinados por los efectivos del orden para contener al mar de gente, la cual no dejaba de gritar lemas como ¡No, no, no a la reelección! ¡Insurgencia Nacional! ¡Basta ya de tanta corrupción, el pueblo se muere de hambre!
Los jóvenes de la Federación de Estudiantes del Perú en un acto simbólico levantaron en hombros un ataúd sobre el cual se hallaba inscrito «Aquí descansa en paz la Democracia», objeto que al final quemaron.
Durante esta manifestación se suscitaron escaramuzas y forcejeos entre los policías y los manifestantes.
Un miembro de la directiva del Colegio de Abogados de Lima que presentó un recurso de tacha a la candidatura de Fujimori sufrió algunas contusiones como consecuencia de los altercados. Juan Chicata fue conducido inmediatamente a la Clínica Maisón de Santé para su recuperación.
Al promediar las 4 de la tarde llegó una delegación del Colegio de Abogados de Lima, presidida por el decano Vladimiro Paz de la Barra, acompañado del vicedecano Martín Belaunde.
Luego hicieron lo propio los dirigentes de la CGTP Juan Gorriti y del sindicato de Construcción Civil José Luis Risco. Ambos coincidieron en la importancia de ejercer el derecho constitucional de la insurgencia porque señalaron que el fraude se respira y se percibe.
«Hay que salir a las calles, amigos, para evitar que el dictador se quede en el poder, porque esto significará el fin para los peruanos ya que seguirá aplicando el sistema económico neoliberal que ha sumido al pueblo en la extrema miseria», manifestó Gorriti.
La marcha continuó pacíficamente hacia Palacio de Gobierno, donde no se presentó ningún altercado.

POLITICAL ORGANIZATION PROTEST ON THE STREETS AGAIINST THE ILLEGAL CANDIDATURE OF FUJIMORI..........Los gremios laborales y profesionales, estudiantes universitarios y partidos políticos ganaron ayer las calles de Lima para salirle al frente a la pretensión de Alberto Fujimori de postular a un ilegal e inconstitucional tercer periodo de gobierno.
Fue un preámbulo de lo que será la gran movilización ciudadana del próximo 6 de enero contra la candidatura espuria de Fujimori. Líderes y manifestantes, una y otra vez, hicieron un llamado a la insurgencia civil que establece la Constitución vigente contra un gobierno que se coloca fuera de la Ley y quebranta el Estado de Derecho.
Ayer la protesta civil contra la perpetuación del fujimorismo se manifestó en dos marchas que se realizaron sucesivamente. Las movilizaciones tuvieron como primer objetivo el local del Jurado Nacional de Elecciones y luego los manifestantes se dirigieron hacia Palacio de Gobierno en la Plaza Mayor de Lima.
Simultáneamente se presentaron ante el JNE nuevas tachas y recursos en contra de la ilegal postulación del actual mandatario.
Hasta el momento diversas organizaciones políticas y gremiales ya han formulado un total de siete tachas y dos recursos de nulidad.
Entre las primeras ayer fue planteada la tacha del Colegio de Abogados de Lima, representado por su decano Vladimir Paz de la Barra. Igualmente, ayer presentó tacha el Partido Aprista Peruano.
A las 3.00 de la tarde salieron a las calles dirigentes y militantes de los gremios laborales, profesionales y estudiantiles. Se hicieron presentes la Confederación General de Trabajadores, Central Unitaria de Trabajadores, Federación de Trabajadores de Construcción Civil, Sindicato Unico de Trabajadores de Educación del Perú, Sutep, Federación de Estudiantes del Perú, FEP, Federación Universitaria de San Marcos, Confederación Campesina del Perú, Federación de Trabajadores Portuarios, Asociación de Docentes de Institutos Educación Superior y organizaciones de mujeres.
Igualmentes estaban representantes de partidos políticos como los de la Nueva Izquierda, Demos y Fuerza Perú. Asimismo, personalidades independientes, como la congresista Anel Townsend.
Los manifestantes se dirigieron pacíficamente hasta el local del JNE. En determinado momento se produjeron enfrentamientos entre miembros de la policía de asalto y los manifestantes de los gremios sindicales. Más tarde hacia Palacio de Gobierno.
Los participantes de esta protesta portaban enormes carteles y banderolas expresando su total rechazo a la pretendida candidatura de Fujimori.
"La candidatura del presidente Alberto Fujimori no tiene basamento jurídico-constitucional, se quieren perennizar en el poder para ocultar la corrupción generalizada en todos los niveles del Estado", expresó el decano del Colegio de Abogados de Lima (CAL), Vladimir Paz de la Barra, luego de presentar la tacha contra el mandatario ante el Jurado Nacional de Elecciones.
A las 6.00 de la tarde cientos de militantes del Partido Aprista Peruano, encabezados por sus líderes Mauricio Mulder y César Zumaeta, marcharon hacia la sede del Jurado Electoral portando cartelones y enarbolando banderas.
En la puerta del edificio de ese organismo entonaron el Himno Nacional, mientras que los militantes jóvenes que se encontraban en primera fila sostuvieron violentos forcejeos con un pelotón de policías de asalto.
"El día 6 de enero los apristas estaremos juntos con el pueblo peruano recorriendo calles y plazas de las principales ciudades del país paras decirle ¡basta ya! al fujimorato", anunció Zumaeta.
Los manifestantes nuevamente se encaminaron hacia Palacio de Gobierno.

POR LA DEFENSA DE NUESTRA DEMOCRACIA Y LIBERTADTotal Rechazo a la Ilegal Candidatura de Fujimori: El 27 de Diciembre inscribió ilegalmente su Candidatura a un 3er período de Gobierno.
UN NUEVO GOLPE DE ESTADO DE FUJIMORIAl presentar ayer su candidatura presidencial impedida por mandato preciso de la actual Constitución Política del Perú, Alberto Fujimori comete un nuevo golpe de Estado. Como en abril de 1992, rompe el orden constitucional con el propósito de imponer o prolongar un modelo político reñido con la democracia, y un programa económico enfrentado a los peruanos.
MANIFESTACION DEMOCRATICA INTERNACIONALMiles rechazan en Lima postulación de Fujimori
Miles de peruanos salieron ayer a las calles en todo el país, pronunciándose contra la postulación del presidente de la República, Alberto Fujimori, a un ilegal tercer período, y demandando a los candidatos de oposición la unidad en la primera vuelta electoral. En Lima, cerca de 30 mil personas hicieron sentir su voz en las principales calles de la ciudad.
El pueblo se echó ayer a las calles masivamente para expresar su rechazo a la inconstitucional re-reelección del presidente Alberto Fujimori y recordarles a los partidos de oposición que hoy, más que nunca, el Perú necesita de una sola fuerza para impedir que un gobierno ilegítimo tenga las riendas del país.
Cerca de 30 mil personas se reunieron ayer en la capital para protagonizar una de las marchas más grandes de los últimos años que tuvo hasta cuatro puntos de concentración y que movilizó sólo a decenas de policías que ni siquiera estaban dispuestos a controlar el tránsito en las calles.
La mayoría de delegaciones llegó hasta la Plaza Dos de Mayo. Allí estaban los trabajadores de Construcción Civil, los maestros del Sutep, los servidores del sector Salud, los portuarios, telefónicos, jubilados, campesinos, textiles, pesqueros. Llegaron hasta simpatizantes de Alfa y Omega.
Por el lado de los partidos políticos, se observó a delegaciones juveniles de Somos Perú y Solidaridad Nacional; el Partido Aprista Peruano, el Partido Comunista, Democracia y Solidaridad (Demos), Focep, Nueva Izquierda, el Partido Unificado Mariateguista y Unión por el Perú.
A partir de las dos de la tarde las delegaciones empezaron a tomar sus emplazamientos a lo largo de la avenida La Colmena. Primero se ubicó un grupo de damas de Somos Perú vestidas de negro que se hicieron llamar la «viudas de la democracia», luego vino una bandera con todos los convocantes de la movilización y seguidamente el resto de marchantes.
El recorrido durante las primeras cuadras de la avenida La Colmena estuvo cargado de mucha tensión debido al extremo celo de los obreros de construcción encargados de la seguridad y de neutralizar a los infiltrados.
Desde lo alto un helicóptero seguía de cerca a los manifestantes, lo mismo que las cámaras filmadoras instaladas para la seguridad ciudadana en las principales calles y plazas del centro de Lima.
Coreando lemas como:
«Y VA CAER, LA DICTADURA VA CAER»,
«NO, NO, NO, NO A LA REELECCION»,
«DE QUE FUTURO HABLAS SI EL PUEBLO TIENE HAMBRE»
La multitud llegó hasta el Jurado Nacional de Elecciones (JNE), donde un grupo de jóvenes «clausuró» con carteles la puerta en protesta por desestimar las tachas presentadas por la oposición.
Así llegaron hasta la avenida Abancay. En esta céntrica vía llamó la atención la ausencia de policías de tránsito, lo que motivó que muchos transportistas intentaran cruzar la manifestación.
Lo exitoso de la movilización pudo notarse en esta avenida cuando las delegaciones tomaron los amplios carriles de ambas vías y lo colmaron por completo. La cabeza de la movilización volteaba por el jirón Junín camino a la Plaza Mayor y la última delegación aún se encontraba frente al ex ministerio de Educación.
Allí se suscitó un forcejeo entre un grupo de personas que impulsan la campaña «Fujimori no puede» que intentaban ponerse a la cabeza de la movilización, pero fueron impedidas por la seguridad de la marcha.
SIN SEGURIDAD: ENTRADA TRIUNFAL A LA PLAZA DE ARMASEntre cánticos y vivas la multitud ingresó a la Plaza Mayor a las 5 de la tarde. Los jóvenes lo hicieron coreando «ole le,le, ola,la al chino Fujimori lo vamos a sacar» y PINTARON en Palacio de Gobierno: «aquí vive el dictador».
Ante la ausencia de policías, un contingente de trabajadores de Construcción Civil acordonó el frontis de la Casa de Gobierno para impedir que algún infiltrado provoque desmanes que luego pudieran ser atribuidos a los manifestantes.
La plataforma de un camión sirvió de estrado para que dirigentes sindicales, líderes políticos y campesinos expresaran su posición frente a la re-reelección y llamaran a fortalecer la unidad.
Entre las personalidades que tomaron parte de la marcha estaban el congresista Gustavo Mohme (Demos), el escultor Víctor Delfín, Francisco Miró Quesada, líder del Movimiento por la Democracia, los congresistas Henry Pease y Jorge del Castillo.
.........La multitudinaria movilización de ayer fue el inicio de un conjunto de protestas que desarrollarán las organizaciones sindicales, políticas y sociales en todo el país hasta antes de las elecciones generales del 9 de abril.
Todas las movilizaciones se iniciarán al mediodía y tienen como propósito denunciar a los organismos internacionales de que la candidatura de Alberto Fujimori es inconstitucional.
Las movilizaciones servirán, además, para generar conciencia en la población sobre lo inviable de un tercer mandato y preparar un paro cívico nacional cuya fecha se encuentra en consulta de las bases.

En Piura, Chiclayo, Trujillo y Huaraz.........Considerado como el primer paso exitoso para impedir la ilegal pretensión del candidato-presidente, Alberto Fujimori, de perpetuarse en el poder, estudiantes, trabajadores, comerciantes, docentes, amas de casa, desempleados y jubilados de los 19 departamentos del país se volcaron a las calles para decirle ¡basta! a la actual dictadura.
LA LIBERTADEn Trujillo, ni el sofocante calor registrado en esta ciudad impidió que el pueblo organizado exprese su más enérgico rechazo a la re-reelección de Fujimori. Gremios, partidos políticos y la población trujillana exigieron al candidato-presidente desista de sus aspiraciones reeleccionistas.
A las seis de la tarde, más de tres mil personas convocadas por las agrupaciones políticas del departamento liberteño y diversas organizaciones de base realizaron otra marcha de protesta, la misma que se inició en el Paseo de las Letras y concluyó en la plazuela Bolívar.

THE NATIONAL LATIN CONGRESS
¿COMO SE ESTA GESTANDO?
¿PORQUE ESTAMOS NACIENDO?
I.- Por la necesidad de una sola IDENTIFICACION NACIONAL LATINOAMERICANA, para dialogar en este mundo global, de igual a igual.
II.- Por los constantes atropellos é interrupciones de nuestras Constituciones y Vidas Democráticas.
III.- Por la necesidad de un ORGANO LEGISLATIVO LATINOAMERICANO, elegido directamente por el pueblo.
IV.- Por la formación del EJERCITO NACIONAL LATINOAMERICANO, para respaldar el inicio ciudadano civil de nuestra "Defensa Constitucional", é imponer el Orden Constitucional, pero sin intervención política de parte de ellos.
El Ejército Nacional Latinoamericano será organizado absolutamente por el Congreso Nacional Latinoamericano, ó por un organismo de igual dimensión democrática, constitucional y legislativa. No podrá ser organizado por ningún otro organismo, que carezca de una historia limpia, de valentía y coraje en imponer Orden Constitucional y Democrática en el pueblo que se haya interrumpido ese órden. Ni podrá ser organizado por ningún otro organismo que carezca de Representación Popular, así como tampoco por ninguno de los poderes ejecutivos de América Latina, de lo contrario, carecerá de legitimidad del pueblo.
V.- Por la Proclamación de la Libertad y Restauración de la Democracia y Vida Constitucional en las Repúblicas de América Latina. Y
VI.- Por la creación de LA CORTE SUPREMA NACIONAL LATINOAMERICANA, como Organo Judicial, para proteger nuestra "Defensa Constitucional", y para juzgar y sancionar a los Dictadores, Tiranos y Anarquistas, culpables de todo delito, y Golpe de Estado Civil ó Militar, con el castigo de la pena máxima de la Pena Capital ó la Pena de Muerte, como Traidores de la Patria.
LA FUNDACION DEL CONGRESO NACIONAL LATINO:
REUNION CUMBRE DEL CONGRESO NACIONAL LATINO
LUGAR Y SEDE DE LA ASAMBLEA DE INSTALACION
Podría ser en cualquiera de las siguientes ciudades, así en este órden de prioridad :
Ciudad de Brasilia de la República de BRASIL, ó
Ciudad de Montevideo de la República del URUGUAY, ó
Ciudad de La Plata de la República de ARGENTINA, ó
Ciudad de Guayaquil de la República del ECUADOR, ó
Ciudad de Guadalajara de la República de MEXICO.
Para tal efecto, coordinaremos con el Organo del Congreso Continental de América, y con las autoridades legislativas, gubernamentales y regionales, pertinentes a dicho país que desee auspiciar y ser la sede de éste próximo Organo Legislativo Latinoamericano.
FUNDADORES Y DELEGADOS DEL CONGRESO NACIONAL LATINO
Podrán ser Delegados y Fundadores del Congreso Nacional Latino, todo Parlamentario actual de nacionalidad latinoamericana, todo ex-parlamentario latinoamericano, y los Aspirantes que deseen ser Candidatos como Delegados en este Organo Legislativo, siempre y cuando cumplan con los siguientes requisitos:
*Ser de ciudadanía latinoamericana.
*No menor de 21 años de edad.
*Ser representante de cualquier Institución Democrática, ya sea, Nacional, ó Internacional, y que tenga que ver por los intereses de América Latina.
